How do we get there?
The Adrienne Arsht-Rockefeller Foundation Resilience Center is committed to reaching one billion people with resilience solutions to climate change, migration, and security by 2030. We will do this based on proven interventions that have demonstrated success in a variety of settings, building on strategies that we can repeat, modify, and scale. Public and private financing and risk tools will be essential to reaching our goal.
We will also integrate new mechanisms into our programs and product delivery, with approaches viewed through a lens of gender disparity. With help from The Urban Institute, and using data from organizations such as the Intergovernmental Panel on Climate Change and the International Organization for Migration, we identified examples of evidence-based actions below that, with our partners, will help us reach one billion people by 2030.

Resilient Community Infrastructure
- Design and maintenance of resilience standards
- Policies or guidelines supporting construction standards that account for climate risk
- Cost-benefit analysis innovations on climate infrastructure projects
- Crop diversity and maintenance
- Regional collaboration and governance with regards to optimizing adaptation infrastructure
Public and Private Finance
- Innovations in multilateral, national, and state direct investment and finance facilities
- Bonding capacity building
- Specialized bonds (e.g., green, resilience, catastrophe), specialized credit and debt arrangements
- Private development partnerships
- Resilience issue campaigns
Risk and Insurance Approaches
- Sovereign and municipal hazard, catastrophe, and climate insurance
- Property “climate” hazard insurance
- Household and property micro-insurance
- Health insurance, agricultural insurance
Direct Financial Services
- All financial tools that directly serve households (e.g., climate savings accounts)
- Migrant remittances to climate-prone nations
- Financial literacy and counseling services
- Microfinance with a focus on women entrepreneurs
- Access to credit, debt forgiveness, loans for women
Educational and awareness campaigns as resilience solutions
- General risk awareness (e.g., technology-enabled platforms and storytelling media)
- “Hot spot” location targeted outreach and engagement techniques
- Use of citizen scientists, local knowledge, and indigenous solutions to bridge awareness gaps

Addressing climate change, migration, and security challenges—affecting all geographies—is more urgent than ever. There is a critical need to build resilience solutions for individuals, communities, and institutions to better understand, prepare for, and withstand these interrelated threats. Together, we must act to ensure a secure and more prosperous world.
