Making adaptation investable.
Fostering Investable National Implementation (FINI) is an ambitious, three-year drive designed to make climate resilience easier to finance.
The drive—launched by the Atlantic Council’s Climate Resilience Center and NRDC (Natural Resources Defense Council)—moves beyond planning to mobilizing investments at scale. FINI brings together stakeholders from the public and private sectors to develop shared approaches, foster partnerships, and help translate national adaptation priorities into clearer investment opportunities with credible financing pathways.

FINI aims to close the adaptation gap.
This drive connects business executives, high-level government officials, philanthropies, and civil society leaders to test solutions that mobilize investment in adaptation and resilience.
The need is clear: The Adaptation Gap report estimates that developing countries need up to $365 billion annually, which would accumulate to $1 trillion by 2028 alone. Because of this significant need, FINI has identified a clear opportunity: mobilize private sector investment and foster enabling policies to transform national plans into implementation. Financial institutions are increasingly recognizing the implications of physical climate risks and the opportunities with resilience investments. However, they still need national adaptation priorities to reach them in a form that allows them to evaluate the risks and returns to make investment decisions. FINI aims to close this gap.
The drive mobilizes a broad range of private sector and financial stakeholders to translate national priorities into real investment on the ground. It helps determine where private capital can play a role, where a blend of concessional finance remains necessary, and how different sources of capital can work together. In parallel, it assists countries in establishing the qualifications, systems, and policies needed to secure funding for their national adaptation plans.
FINI is designed for impact.
FINI will measure success by whether promising resilience opportunities progress. It will coordinate across the public and private financial ecosystems to accelerate the deployment and scaling of investment-ready climate projects. FINI identifies opportunities, diagnoses the barriers preventing investment, convenes relevant actors, and establishes financing pathways to advance toward investment. It will also develop practical knowledge products, test innovative solutions, and foster dialogue and alignment required to mobilize investments at speed and scale.
The drive was first launched at the thirtieth Conference of the Parties to the UN Framework Convention on Climate Change (COP30). Under this framing, FINI sets clear, three-year objectives to catalyze knowledge, leadership, and to facilitate deals on adaptation finance:

FINI powers its work through radical collaboration.
FINI is a cross-organizational effort led by the Atlantic Council’s Climate Resilience Center and NRDC. The facilitators drive the process, enabling collaboration nationally and internationally. By connecting representatives from ministries, businesses, and communities as well as international donors and institutions, FINI enhances the potential of NAPs. By mobilizing this ecosystem, FINI seeks to turn adaptation plans into actionable investment pipelines. In turn, this can protect communities, ecosystems, and economies while driving sustainable growth.
